The federal government of Nigeria has approved a 15 percent ad-valorem import duty on petrol (premium motor spirit) and diesel (automotive gas oil). The directive, signed by Bola Tinubu on October 21, 2025 and communicated to the Federal Inland Revenue Service (FIRS) and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), will apply to the cost, insurance and freight (CIF) value of imported fuel products.

The import duty is intended to bolster local refining capacity and protect domestic producers who face competition from imported products priced at lower rates. The policy forms part of a broader reform of the downstream petroleum sector and efforts to raise non-oil revenues.

Industry analysts project that the new duty could increase the pump price of petrol by approximately ₦99.72 per litre.

Some voices in the ruling party and industry warn that the burden will shift to ordinary consumers, at a time when many Nigerians are already facing economic difficulties.
