Canada Express Entry Draw: 1,000 Candidates Invited For Permanent Residence
Canada has invited 1,000 candidates to apply for permanent residence through its Express Entry system under the Canadian Experience Class (CEC), in the latest immigration selection round conducted by Immigration, Refugees and Citizenship Canada (IRCC).
The invitation round was conducted on Tuesday, August 18, 2026, according to the latest ministerial instructions published by IRCC. Candidates required a minimum Comprehensive Ranking System (CRS) score of 523 to receive an invitation, with the notice stating simply, “Number of invitations issued: 1,000.” The department said candidates ranked among the first 1,000 eligible foreign nationals in the group ranking were eligible to receive invitations.
The draw was conducted at 10:13:44 UTC on August 18, with IRCC applying a tie-breaking rule based on August 17, 2026, at 22:09:00 UTC. Under the rule, where multiple candidates share the same lowest CRS score, priority is determined by the date and time their Express Entry profiles were submitted, with IRCC explaining, “If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.”
The ministerial instructions, signed by Canada’s Minister of Citizenship and Immigration, Lena Metlege Diab, in Ottawa on August 18, stated that invitations could be issued between August 18 and August 19, 2026, adding, “Invitations may be issued to eligible foreign nationals who rank among the first 1,000 eligible foreign nationals in the group ranking.”
The August 18 draw marked a notable shift from previous rounds. The Comprehensive Ranking System cutoff for the lowest-ranked candidate invited was 523 points, a sharp seven-point increase from the 516 recorded in the previous CEC draw on August 5. This made it the smallest Canadian Experience Class draw of 2026 and the highest CEC cutoff recorded at any point this year, breaking above the 514 to 518 band that had held steady since April, as the pool of competitive candidates continued to grow even as the invitation volume was cut.
Express Entry is Canada’s main online immigration system for managing permanent residence applications from skilled workers, encompassing three federal economic immigration programs: the Canadian Experience Class, the Federal Skilled Worker Program, and the Federal Skilled Trades Program. Candidates build profiles that are ranked using the Comprehensive Ranking System, which awards points based on factors including age, education, language proficiency, work experience, and other human capital characteristics.
Canada has largely focused its 2026 Express Entry invitations on candidates already established in the country, including provincial nominees and individuals with Canadian work experience. The most recent Express Entry draw brings IRCC’s year-to-date total to 48 selection rounds, with over 114,000 Invitations to Apply issued across all draw types so far in 2026.
Regarding processing expectations, the latest IRCC data from August 10, 2026, shows the Canadian Experience Class processing at approximately six months for permanent residence decisions, meaning candidates who received invitations in the August 18 draw can expect their permanent residency approvals to arrive in early to mid-2027 based on the current processing window. The CEC queue contracted by 1,800 applicants in the latest reporting cycle even as the processing timeline held steady, indicating that IRCC is clearing CEC applications at a pace that matches or slightly exceeds the rate of new submissions. Applicants who submit incomplete documentation remain one of the leading causes of processing delays and refusals across all economic immigration categories.
