Niger Miners’ Deaths: Panel Says 33 Detainees Died of Asphyxia in NSCDC Cell
A Federal Government panel has found that 33 detainees, including 14 minors, died of asphyxia while held in the custody of the Nigeria Security and Civil Defence Corps (NSCDC) in Minna, Niger State, in September 2026. The Independent Investigating Committee presented its report on Tuesday, October 27, according to AFP and Guardian Nigeria, and described the deaths as preventable. https://punchng.com/niger-miners-deaths-33-detainees-died-from-asphyxia-panel-finds/
What the panel found
Committee chairman Jonathan Kure-Emeni, a retired Deputy Director-General of the Department of State Services (DSS), presented a 65-page report to the Minister of Interior, according to Guardian Nigeria. He said the victims died of environmental asphyxia, a form of acute respiratory failure.
The panel said prolonged confinement in a severely overcrowded, poorly ventilated cell, made worse by heat stress and dehydration, caused the deaths. It said the evidence did not support claims of a disease outbreak.
AFP quotes Kure as saying 74 detainees were held in a 20-square-metre cell with a solid metal door, inadequate airflow, no running water, poor lighting and no working toilet. The panel said the deaths occurred between 8 pm on September 16 and 7 am on September 17, when the cell was opened.
Guardian Nigeria reports that the panel said distress calls and warnings of suffocation were ignored overnight, and that the command operated without proper approvals.
Death toll and recommendations
State authorities initially put the death toll at 37, but the panel said it could verify only 33 deaths. It identified 41 survivors, six of whom were treated at the General Hospital, Minna, and later discharged, according to Lagos Talks.
The committee recommended compensation of ₦30 million for each of the 33 bereaved families and ₦10 million for each survivor, about ₦1.4 billion in total. It also recommended the prosecution of officers found culpable.
Crisp NG reports that the panel also called for the dismissal of the NSCDC’s Niger State commandant and other officers directly involved. That outlet counts 44 survivors for the compensation recommendation, a figure that differs from the 41 given elsewhere.
Timeline:
- Before September 16: Suspected illegal miners arrested in raids.
- September 16–17: Deaths occur overnight in the Minna cell.
- October 27: Panel presents its 65-page report.
Reactions and the other side
The panel described the detainees’ treatment as “cruel and inhuman”, according to AFP.
No response from the NSCDC or the implicated officers to the report was found in the sources reviewed. The sources reviewed do not name any officer or say that any has been charged, and none should be presumed guilty until a court rules.
Why it matters and what happens next
The findings criticise the command’s handling of the detainees, and the panel’s recommendations on prosecution and compensation now go to the government for action. The sources reviewed do not say how or when the recommendations will be implemented.
Further statements from the Interior Ministry, the NSCDC or the bereaved families, and any prosecutions, will be added here when confirmed.
